Developed in response to the Moving Forward 2020 program through IHCDA and Energy Systems Network, this project provides affordable housing just outside downtown Indianapolis in the Irish Hill neighborhood. The development will provide and preserve affordable housing between the rapidly developing Elevator Hill campus and the Fountain Square neighborhood. The development provides a response to:
- the need for affordable housing for individuals with intellectual and/or developmental disabilities (IDD)
- access to transportation
- integrated technology throughout the building
- innovative financing
- energy efficiency
Once it is developed, Passage is proposed to become part of the Community Land Trust which will further preserve the affordability of the development for generations to come.

- Developed with Rental Housing Tax Credits from IHCDA, City HOME funds, Federal Home Loan Bank of Indianapolis funds, loan funds from INHP, loan funds from Credit Suisse Bank, and a grant from the Simon Foundation
